838 - Universities, Libraries, and Scholarly Communication in the Knowledge Society

Many developing nations are looking to advanced information and communication technologies and knowledge-based economies as a route to growth and competitiveness in a globalized world. Central to the success of this proposition is the preparation of scholars, planners, professionals, and workers who can succeed in this environment. In the Spanish- and Portuguese-speaking Latin American countries, many of who share aspects of history, culture, politics, economy, and language, this situation poses similar challenges and opportunities for institutions of higher education. As Latin American universities participate in the search for solutions to regional and national problems they are working to increase their participation in the global academic and scientific arenas. This symposium proposes to explore facets of this topic such as:

· Upgraded higher education (HE) and science and technology (S&T) agencies;

· National S&T and HE legislation and policies;

· New models of scholarly communication involving influential individual, institutional, and national initiatives for bibliographic repositories and indexes;

· Publication of open access periodicals in local languages, and other alternatives to commercial publishing;

· New role of universities and libraries in the decision-making;

· New measures of intellectual productivity and recognition of local research.

While discussion of these topics is still in beginning stages in many countries and have yet to challenge the conventional wisdom on scholarly communication and production in places such as the United States and Europe, this is not the case in Latin America. This symposium would examine recent experiences and process in Latin America in order to better understand these trends and examples of innovation.

This symposium is intended to be the continuation of the “Sociedad del Conocimiento” symposium that took place at ICA53 in 2009.
