10341 - UNASUR y seguridad regional

In the last decade there has been a proliferation of regional organisations in Latin America. As result regional and sub-regional security cooperation has increased. In addition regional organizations played an important role in conflict resolution. In this general context UNASUR (Union of South American Nations) is perhaps the most interesting new regional organization. It was founded in 2004 as the Community of South American Nations and renamed UNASUR in 2007. After the signing of the Constitutive Treaty in May 2008 an institutional infrastructure has been built up, including the South American Defence Council, a mechanism for regional security and defence cooperation. Since 2008 UNASUR has intermediated in all militarized interstate conflicts in South America as well as in intrastate conflicts that threatened democratically elected governments or the territorial integrity of a member country. In November 2010 UNASUR promulgated a democratic clause to defend the legitimately constituted governments and to sanction violations of the constitutional order. The paper will deal with three research questions: What are the priorities and practices of UNASUR with regard to regional security? How does UNASUR interact / compete with other Latin American regional organizations in security related topics? How does Brazil as the regional power conceive the role of UNASUR with regard to regional security cooperation and conflict resolution? The paper will presented in Spanish.
