5618 - GOUVERNMENT ACTIONS AT THE THE CENTRAL AREA OF RIO DE JANEIRO CITY (BRAZIL) BETWEEN 1964 AND 1990

The paper explains the effects of having the government actions interfering in the Central Area of Rio de Janeiro city (Brazil), where is included its history center. The reflections taken trough the urban transformations between 1964 and 1990. The methodology adopted begins by a history construction, to establish general references and empiric base research. Its target is to investigate the changes of stages decision taking to the operation, revealed in its logics and mechanisms stretching out until the intervention in built space, with the influence of political status along the period. Rio de Janeiro city keeps a national legacy, materialized in expressions of important periods of the history of the Country and of the government actions in threeadministrative spheres: federal, state and municipal. The transformations that happened in the public and private areas of the city, above all to the current of the action of the State, started by other agents of the system – such as landlords, building promoters and the population itself in different stages of our capitalist development. Rio de Janeiro city has largely been valued by the official history. These values may include recognized qualifications, but have gone of a strong game of private interests, more and more associated or dependent of the private initiative. The analysis of the transformations of the built environment show all that is built by the human beings, according to a social collective product, of different historical contexts. Interventions that took place in the Central Area left marks of the easy identification: demolished areas, induce occupations, renewed areas because the substitution of constructions for new activities and programs disconnected areas preceding contiguous and made by the time, sectioned during the 1960”s-1990’s according to compact, lineal groups or abandoned areas. Total or partial subtractions in occupation ways were redundant in physical fragmentation and even in disconnection of solid social ties, resulting in compact, older areas, altered areas under intensive public investments, areas in phase of occupation transition, are as without significant modifications in its structures and areas completely disfigured in relation to the original situation.
